Berger Reloading Info - 215gr Hybrid

I've received my Berger 215gr hybrids and I'm trying to make an intelligent start at working up my loads, at least on paper and logistically, so when I get home I can get started.

I've narrowed down my powder choices to 3 based on recommendations and readings here on this site. I figure, based on availability, I'll use H-Retumbo, H-1000, and IMR-7828SSC and buy 1 lb of each and see what works best for me.

So I wrote the wonderful folks at Berger and they provided me with the information in the chart below.

I'm tracking pretty much all of the data except I hit a snag when analyzing the "Fill Ratio" column. If I'm following correctly, this figure would represent the percentage of the case capacity utilized with the load indicated at max.

Now the part that's got me a bit confused are the percentages which exceed 100%. Am I to assume where loads are in excess of 100% are ones in which the base of the bullet is pressed into and surrounded by the powder charge?

I'd appreciate some clarification and education on this please.

It appears Berger is using Winchester cases in their filling ratio. Quickload has Winchester @ 93.8 grains of h2o, Remington @ 88.0 grains of h2o, Federal @ 92.0 grains of h2o. They have "N" (Norma or Nosler) @ 95.5 grains of h2o. The Remington cases could hit max pressure before before max charge.
