I'm having a hard time deciding which action to go with. The gun will be a single shot, so that's not a concern. I'm also going to have a custom stock made so stock availability isn't a big concern either.

The Stiller is the most readily available, but may be the least "refined" of the 3. I know that the Bat actions are top notch, but the availability seems to be limited. I'm still waiting to hear back from MT Guns about the price and availability of the Barnard actions.

Are there other actions I haven't thought of out there? I know that there are a few shop who make their own custom actions for in house builds but I don't think that they sell just actions.

I'm very happy with all the Barnard actions I have :)

The P-Chey is the one you are after, easy enough to run the Lapua Mag or Std magnum on them by simply changing the extractor claw.
