ATF just changed the law on transporting gunpowder?

I've read through this a couple times. I know what I think it says. But I'm trying to separate fact from fiction here. If a few sentences or less, can someone actually explain what this means to us that shoot a lot and reload ammo? Thanks!

Fortunately, it doesn't mean anything any more, well, at least for the time being.

AFT has tabled this action because of the uproar over the lack of oversight and public forum on discussion. They tried the back door and we closed on it on their hands!

This will now undergo a review and I think 3 months of public debate and commentary. Remember the 'green tip' bullets a while back? Same stuff.
