I'm in the process of having a 7mm-08 built. APR Hunter Action, 20" Proof Carbon Barrel, AG Composites Alpine Hunter Stock. I'm looking for recommended loads for a 20" barrel with a 140 or 150 grain bullet.
 
Can't go wrong with Varget or H4350 ..... both Extreme powders. Work up to around 42-42.5 grs of Varget or 48 grs of H4350 with the 140 and you should see good results. Probably be about 2 grs less with 150 s but work up there also.

There's other temp in-sensitive powders in our manufacturers lines... if you try those I d just stay around Varget burn rate on faster side and H4350 on slower burn rate side.

I ve found H380 good too but it's NOT temp tolerant; it does meter very well though.

I've owned 3 different 7mm/08's since the late 80's and all three with 140 class bullets done their best with H-414/W760 and a mag primer for velocity and accuracy.JME
 
Some food for thought...

162g ELDx + 40.3g Varget = 2640 fps out of 20" barrel. Better BC than 140 and 150.... Accurate and kills game. Good luck with your project. 7-08 is a great cartridge.

I got 2650 with 162 and Varget, 40.8 grs 24". Those really maintain down range energy !
 
In my ridge line I used 150eldx with RL17 at 2790 FPS.
Also another great bullet in the 7-08 is the 120ttsx with varget or CFE-223, I used CFE 223 in a 20" finnlight at 3200 FPS which really layer deer out
The 120ttsx are great if your not shooting long range with it.

What range and what game are you shooting?
 
I would consider the availability of components. Especially powder due to the hazmat charge and work from there. I have a personal preference for Nosler bullets. I have tried others but always go back to Nosler. I have yet to loose an animal shot with them.
140 Ballistic Tip over Hunter, Big game, W760, or H4350 will put venison in your freezer when you do your part. My .02 worth.
 
I'll second what others have said about the 162. I prefer the amax/eldm with a magnum primer, but absolute hammer with a few powders mentioned above
