My Heavy Barreled Action is 0.733" at 20", so its definitely beefy enough.
The Standard 22" barrel version is around 0.620" at 22", so it should have meat if cut down to 16".
You can get the Barreled Action in all 3 versions through Brownells.
Boyds also makes several laminate stocks for the Howa Mini.
