An OTC bear tag early in Colorado would come in way under that. Find where the sheep herders are running.

That would get you a guided black bear hunt in any canadian province, I spend a lot less and have great spring bear hunts in Canada.

That will get you a decent Safari in Africa if you don't mind the travel. Literally lots of options in that area. I will also mention that there are a number of auction hunts coming up where that will buy you a nice hunt.

What exactly is an "auction hunt?" Is that just outfitters listing hunts like on e-bay prior to the season??? Just curious
