Building a 338 Lapua looking at the terminus Kratos x action which will be able to accommodate a 4in round. Is this long enough for a 300 grain led core bullet seated shallow to maximize case capacity for the 338 l

I believe it will be fine for most 300 grain lead core bullets.
I shoot the 300 gr Berger OTM and with it loaded at 3.925" the boat tail/shank junction of the bullet is just above the neck/shoulder junction of the case.
