0 MOA or 20MOA?

I have a Rem. 700 chambered in 7mm Rem. Mag. and I just got a Leupold Mark 4 4.5-14 x 50mm LR/T and I was wondering what Height Rings I should get to clear this scope and whether I should use a 0 or 20 MOA 1 piece base. As for quality I am thinking along the lines of Badger Ordinance, Nightforce, Or Valdada. I plan on shooting at targets out to 1000 yards and using it for hunting out to about 600 yards.

Any ideas guys?
