Help with load development

hi guys. Ivd been developing a load for a bergara b14 wilderness ridge 6.5 creedmoor. Im shooting 140 eld m's through it. I am shooting prone off a harris bipod 6-9". I've done a few satterlee load development tests. I've found a large node using a magneetospeed chrono. I am seeing excellent groups. But I'm getting a poi shift of 3" sporadically. When I was doing the satterlee test my shots were all in there but the groups would shift. Then when I finally picked a charge and a seating depth I sighted in the rifle prone from a harris bipod. When I shot I grouped and then all of the sudden the rifle would throw one 3" low. The 3" is very consistent. This has got me stumped as I had an es of 33 and sd of 10 over 25 rounds last night. It should be shooting great.....right? My scope base and rings are all torqued to spec. I triple checked! The target below is from my satterlee test but shows pretty well what I'm experiencing even with one charge. The group on left is 147 eld m. The group on the right is from 140 eld m. Shot through once fired starline brass federal 210 large rifle primers and h4350. Any help would be appreciated

The gun did not do this with the 30 or so factory rounds i shot through it before handloading. I did sand out some material from forend as it wasn't free floated very well. Retorqued the stock screws to 55 in lbs.

These groups were shot after sanding barrel channel by the way
 
I'd throw in another scope and check again. Check the torque on everything while your at it. If it's still doing it then I'd go back to factory ammo and see if it continues to shoot good or if it suffers the same.

The only thing that makes me rule that out is a shot later it returns to zero
