Marks on bullet. What is going on here?!?!

Take a look at the video below. When I use my Hornady OAL gauge to push the bullet up to the lands I hit a good deal of resistance, if I push a little harder the bullet then slides up and stops (at what I assume is the lands). When I pull the bullet out it has these marks all the way around. This happens every time I try it. I have confirmed those marks are not from the case nor at any point during ejecting. Took it to the local gunsmith and he said "I don't know, weird." Thanks...He used a bore scope and didn't note "anything out of the ordinary" but it seems like something is.

Anyone have any ideas. This is a Christensen ELR., chambered in 6.5 CM. The bullet is a 140gr Berger VLD Hunting.

 
the case is a Hornady modified case. I measured from the shoulder on it and a chamber fired case and they're real close (don't remember the difference but it was not a factor). I thought about the case mouth too but it's smooth. This is something with the throat because the bullet gets "stuck" in the barrel and I have to push it back out with a cleaning rod.
 
The bullet slides freely in and out of the case with no resistance. I don't see how it is what is scratching the bullet.

My bad, I watched the video again, I do believe you have a chamber issue, looks like the reamer gave up or was not ground correctly to start with, I've seen this a bunch in the last decade
