Best sub $400 hunting scope?

Happy Sunday y'all. I have two buddies in need of a hunting scope that are both in the same boat of limited funds.

My first friend and I were at the range yesterday with his 30-06 sporting a Vanguard scope, we kept dialing elevation but could not get any on target change. Eventually the reticle even canted under recoil. This is a replacement from Vanguard for another broken optic. Needless to say he's done with Vanguard.

Another buddy is a brand new hunter, I talked him up budget a little to a Tikka T3X and now that rifle needs a scope.

Both have a budget of around $400. Anyone have a suggestion in this range? I am less familiar down in this range. A quick look on Midway shows options from Nikon, Burris, Bushnell, and Vortex. Any great closeout deals?

Burris Verocity 3-15 with the 4.5-14 Fullfield thrown in for just over $686 at Optics Planet. Both are decent scopes and they could each have a nice scope plus money for rings for under their $400. I got the duo, putting the 3-15 on a R700 ACC-SD .308 and the 4.5-14 on a Win M70 30.06. They both do what I need, didn't break the bank, and have lifetime warranties.
 
If scope will be use just for hunting with in 300 yards. Maybe just get x4 fixed power scope. sight in rifle +3" at 100 yard will get you to 260 yards. And 260-300 yards hold at back line.
 
30mm tube, gonna test it out tomorrow.

I think "the best $400. scope" is a decent used scope.

Otherwise a fixed power SWFA. Have a 3 - 15 x 42 SWFA that is very good and I paid $600. for it on a rare SWFA sale.

I'd have to agree with going with a decent used scope. You should be able to find some VXIII or VariXIII's for around $400 or less. Some old 1 inch tube Zeiss Conquests would be a good choice also. For close range out to 200 yards I have a fixed 2.5X Leupold. That's my bear rifle scope. But for the most part I go variable scopes over fixed power for my hunting rifles.
