Hi!
I am looking at Rem 700 actions to put my new Mcgowan 28 Nosler barrel on.
What is/is there a difference between the carbon steel, stainless steel or blued action? I really dont know the difference other than the price which is a difference of $50-$80.00.
Thanks!

Spend the $50 extra bones and get a stainless/jeweled action. If you want to Cerekote it later you can, but I wouldn't coat the bolt body (just the handle to match the action). The jeweling actually serves a purpose, other than looking pretty, which is to help hold oil for added lubricity, and smoothness.

Carbon steel is the plain version of the Blued action. It will show oxidation unless protected by bluing or by some surface coating such as Cerakote.

Stainless steel is exactly as written. It's a steel formulated to withstand oxidation although it can show some oxidation over time. It can be left plain, polished or bead blasted depending on your desires.

If you want a blued rifle, carbon steel. If you want to coat your rifle, either. If you want a plain action with the look of steel, stainless steel.

Enjoy!
