Wyoming/Colorado Over the Counter Cow Tags?

Well i didn't draw a bull elk tag with 8 preference points. I enjoy hunting and simply want to put meat in my freezer. Is there a good location or area in Wyoming i could go and hunt public ground and buy a left over cow tag? Any suggestions would be greatly appreciated.

Or if it exist a good area in Colorado i could get a left over cow tag. This would be much cheaper since I'm in state. It seems like looking at the left over tag list it is slim picking of areas.

North Park typically has a bunch of leftover cow tags for 2nd and 3rd rifle . Get em when they first come available cause the go fast closer to when the seasons start.
