I did have a like problem with a Rem 700 7 mag years ago I bought used. Gun looked hardly used. After taking it to the Smith he confirmed the chamber was rough from new. He honed it out, resolved the issue.

Aside from a chamber issue or bolt issue I agree with the nickel plated ammo someone mentioned. I’ve read on other forums where nickel plated brass was causing problems but upon trying other brass the problem went away.
