The RL 23 load data online says Max load for 25-06 is 54.2 grains.

Id go with the 55 gr .243. with the higher twist rates in new rifles you can shoot 100+ grain bullets for deer. IMO

over lapping maps yes, there are a number of programs you can print your maps as needed. When I bought maps at the store it seemed I always had to buy 4!!!

I believe it works only if the county has the technology online. We have some pretty sophisticated land programs at work but they work off county GIS. No County GIS, no go. Smaller rural counties cant afford it, which are probably the counties you want.
