    Also with the bear bounding the head is also moving up and down and a harder target. I carry bear spray like the Alaska DNR recommends. When I was in Alaska the spray wasn't in a holster it was in my hand 90% of the time, or VERY near by.

    You'e got the right idea. If there need to be limits then limit the number of NR permits available, but not the costs.

    Pretty serious. There is a law almost nation wide that would fine him the cost of the animal, loss of his gear and possibly his vehicle, a major fine, and loss of all hunting priveleges in the U.S. for 5 years.
