I have a Savage 1" bull large shank, in 223 Rem with a 9 twist. Under 300 rounds, and shot 70grn vlds into tiny clusters. Came off a 12LRPV, was only removed for a longer faster twist barrel. It's 26" by the way.

Hornady brass is respectable in this caliber, just takes a little more powder than ADG or Bertram, it doesn't last as many firings, but it'll take 3300fps with 130s a H4831SC in a 29" barrel, and not lose pockets.
You can actually do it in one pass, trim it, and blow the shoulder back out. That's why I said it was a pita, and not really worth it, imo. I've seen plenty of brass floating around, just have to check random places.
I would first try the method I use for Berger vlds in weatherby chambers, that's just seating the bullet where it belongs (bottom of the bearing surface at the bottom of the neck) this method allows you to use the entire neck to guide the bullet. Best to have minimal runout using this method...
H4350 (ADI 2209ar) was, in fact, designed specifically for the 30-06, to have near 100% load density, with 167-175grn bullets, so, it really is the perfect fit. That said, RL16 will do the exact same thing, and you get about a 40fps increase in velocity. So, it's kinda like having your cake and...
Some powder and primer "best" matches from my experience.
H4895 Fed210ms or CCI450s, but BR2s work decent.
Varget is pretty much the same as H4895 in this case.
H414/W760 Winchester LRP or CCI 250s
H4350 Fed210ms with Br2s giving similar results.
RL17 Federal 210Ms.
RL19 CCI 250s...
