It is a rail that is lower in than front than in the back, so when you mount your scope you have -20 MOA built in. It helps to ensure your scope does not run out of elevation adjustment. It is usually only required if you shoot long distances.

So its for really long range shooting over 1000yds? would you need it even if your have a 30mm tub?

So if you have a 1 inch tub scope

depending on caliber, internal adjustments would determine if you need it and it is 20 moa rail not mil if it was 20 mils it would be like having a 60+ moa rail.

A 20 MOA rail serves 2 purpose's. 1 being that you can dial out to longer ranges, and the other being that you spend more time in your scopes optical center (or as close as possible) All optics preform the best in the optical center.

Keep in mind tube size does not necessarily mean extra internal travel. A lot of extremely high zoom scopes have 30mm tubes, but only 40 MOA of travel.

This is correct....

Rails (to my knowledge) are only measured in MOA - Minure Of Angle, and not Milliradians.

This is unlikely, but they could have been referring to the "MIL-Standard 1913 picatinny style rail" and shortened it by calling it a Mil rail. Doubtful, but a possibility.

Weather is about 75 outside right now.

I hunt in a small hunting club with about 10 other folks (+/- 2,000 acres to hunt), so my hunts are planned for every weekend from November to the end of January.

The fall colors are starting to come on a little bit, not much yet...Give it another month or 2 and they'll be full-fledge.
