Scope TOPPED out.. Bad scope?

HELP!! I have a Remington 700 243 topped with a 20 MOA rail, Burris Xtreme Tactical (low) rings and a Bushnell Elite Tactical 6x24x50 scope. I am trying to bore sight and my elevation is topped out. My laser is a couple inches below (and right) or my cross hairs. Meaning it would be shooting low.. correct??

I have shimmed... a little to much still no go.

I'm new to this so i don't want to assume i have a bad scope and send it back just yet. I want to get shooting!!gun)
 
sometimes if you have a reciever that was drilled a little off center you can get the windage run out to one side or the other that can cut down on how much elevation the scope gives you.
 
I can get it where i want it with three plastic shims... I am afraid to tighten everything in fear i will put too much pressure on my scope. What do you think? I feel like something is really wrong if i am having this problem even after using a 20 MOA base.

is the 20 moa base on backwards?

What distance are you using for your laser ?
 
Yes move out as far as possible with laser. I don't trust, them a bore sight with proper arbors will work correctly. Worst case bore sight, look own the bore at 100 yards and dial.

You just hit on a good point.

If he doesn't have the right arbor/o-rings he'll never get it right.

OP make sure you have the proper sized arbor/O's.
 
There is a lot of variation in Rem 700 receivers from the factory. It is not uncommon with these receivers for the bore and the base to be misaligned by more than 30 MOA. Usually the bore is pointed down.

You could shim the base, but bedding would be better.

I've owned a lot of Remingtons and never had one off enough to even need to be shimmed at all.
