I bought some once fired 270WSM cases (factory ammo) and put them in the case cleaner/vibrator .. They have been in there for a long time but these smudges at the neck (some cases have it on the body) don't seem to be coming off...I even tried wiping them with rubbing alcohol and windex, didn't help..

The brass I fire through my rifles doesn't do this, I was just wondering what causes it?

Looks like someone was experimenting with reduce load using pistol or shotgun powder, I think this is Trail Boss, I had same carbon stain on my 308 when I was experimenting with subsonic loads...

If simply carbon stain, 8 minutes in the ultrasonic cleaner with 5 drops of Dawn and 1 tablespoonful of Lemi Shine, then 30 minutes in the walnut will make it look like new.
 
I had some older military ammunition look similar but not as bad. I have been using stainless media and it cleaned it up with no issues, perfectly. Very odd to see, what is the headstamp? Wondering if this is old military, possibly tracers?
 
boomtube suggested soaking in vinegar and it seems to be working... I tried 3 of them and it took it off ...Soon as the sunshine comes back I will do the rest of them and let them dry in the sun, then re tumble .. Thanks again
