That is the issue. I have had to fix a couple of these. The body that attaches to the bolt is not the same thickness as oem and increase the free space. PE is happening at the bottom of the ramp instead of the top so the brass is not being popped loose properly. The fix is to modify the ramp piece. It's hard to discuss on here but the idea is to shim that piece to take up the free space or go back to the oem handle. I have shimmed these and I have one on my bench I am drilling and tapping for set screws to take up the free space and go back to the ti handle.
 
Your brass measurements are strange. I suspect it is the calipers. .5275-.5285 is common for new brass. Fired brass will run .530 - .531. After sizing you need .5305 or less on a .5330 saami chamber. For example hornady brass tends to be totally fine with a standard die and sizes down to .530 after 6 firings still. Lapau and adg seem to be an issue and wind up at .531-.5315 after sizing. If running hot hot loads they size to .532 and there is all sorts of issues with extraction and bolt lift. If you have brass at .532 and only sizing to .531 you will likely have issues with bolt lift clicks.

I did change bolt handles and put a lift kit in the bolts but was head spaced with all that installed

I removed mine and went back to the factory as well. I purchased a Savage factory Tactical handle that is beefier for sure. Allows for faster and more positive cycling. Don't baby it when cycling it and get after it when cycling.

I will see if I can snap some photos and the fix for using those handles. I'll show the free space issue too. I've done a pile of savage builds. Lots of custom blue printing crap that caused issues with timing.
 
Also need to make sure you're measuring the web in the proper area. I believe it's at "200 line". @BrentM correct me if I'm wrong.
That's basically correct. It's actually a bit further out but bottom line is that if the web anywhere above the main groove is getting past .532 on a fired case and not sizing less than .531 there is likely going to be an issue. The .200 line is basically the end of the solid brass and beginning of the case wall web. I've been happy with sizing down to .530-.5305 which shows to be about .0025-.003 room to expand. FPS and psi indicates this is acceptable. .5295-.530 is a little more tolerable to hot loads.
 
So there is 60" feeler gauges makes it tight then extracts fired brass that would stick factory handle extracts it just fine. And calipers are off had a cheaper set that measured it bigger at the .53 so I will look into a new set
