This is not the first time but it is the worse shortage I've seen. Because of past experiences I keep a base level of what I need. I was also able to find R26 and H4350 during the height of the pandemic by being vigilant and a little luck.

At local scheels for the past year there are always 3 people in the ammo aisle and two in the reloading aisle at all times with a couple waiting their turn to see what's out.
Whenever a worker comes with boxes there are 5 people hovering to see what is coming.
Many of the people come daily.
One wife the other day on her phone, "they have 45 boxes of 300 prc ammo. You want ten boxes? Oh all of them? "
Wife bought 3 grand in ammo right there. The limits of ammo recently came off here.

I get amused that people refer to some as "hoarders". So is the guy with a wine cellar full of very hard to find wines a "hoarder", or the same guy that also has a wall full of hard to find cigars also in his wine cellar a hoarder? Nope they're referred to as collectors or a connoisseur. I've got about 15000-20000 assorted rifle primers and about 200 pounds of various powders. I've bought all of this over the years and some recently. I don't use them continuously and some maybe every 5 years. When I see some at a decent deal I tend to buy more. I sign up for notifications and shop all my local GS weekly to see what's come in. Am I then by your definition a hoarder or am I a collector?

I've also seen recently the ability to buy "pallets" of 5.56, 308, and other calibers recently.

I completely agree, they can't fill the orders for a year straight or better, then when they catch up to fill the shelves; 6-18 months till everything is sold out again. How the heck does Canada have components when there aren't any here?
Because there are about 180 people in the entire country. A case full of primers goes a loooong way there.

Yes, those have happened 3x since I've been a reloader. Bullets, brass and primers can sit for a long time without degradation from age. Powder will lose some of it's potency.
On the conspiracy rubbish, it's not. You see the same in stores. That's the result of exporting all our manufacturing offshore or to the south and then having disrupted supply chains. The Walmarts around me look like they have been looted sometimes, then a truckload comes in....
As far as a who's hoarding or a definition of hoarding reloading supplies , I don't really care to get into that myself. All I've got to say is that I've been through this before several times but this time is more significant & lasting longer than previously. Most people who've been reloading for at least ten years or more should have saw the signs and been ready for this. I can understand guys new to reloading getting blindsided. Part of what is happening, is that people who've never loaded ammo and may not ever load ammo have stockpiled components. For me, knowing what I know, I can't blame anyone but myself if I get caught without something that I need.

Barrels of working rifles...hundreds of thousands of bullets.....i imagine he has primers also......
