I have 270 Win factory Tikka T3 rifle. Can a gunsmith use a 270 Win reamer to deepen the chamber?

Sorry, lengthening. my current max COAL is 3.300in, it should be 3.340in, hence the reason for lengthening it.
Still....lenghtening throat?
Or
Lengthening chamber?
Lenghtening....Throat only requires a tool that cuts only the throat....
Lenghtening...Chamber is a whole different case design and different reamer altogether.....

Interesting ... I think I want to lengthen the throat. Basically, I want to have the ability to set bullets higher, from 3,300 in COAL to 3.340in COAL.
Above is correct. Changing throat depth/length is easily & quickly done with a throating reamer (not a chamber reamer). Seat a bullet in a dummy round at the length you want. Take it to your smith. He can make the adjustment in minutes. Above is also correct - make sure your magazine can handle the increase in cartridge OAL.

Lengthening the throat is very doable. I saw a video on another LR forum using a uni-reamer to extend the throat on a rifle. Obviously, they're caliber specific.
I did this to my .300WinMag, Pac-Nor barrel using a rented Ryan Mantha reamer. I did it by hand and just cut the throat. My handloads OAL went from a restricted SAAMI (3.34ish) length to 3.6-3.7" depending on whether I use 212/225gn ELD-X/M's or 215gn Bergers Hybrids.
Mine is actually a single shot so I had no worries about mag length. I don't think I have any before/after comparative velocities but I will say I am much happier with my reloads and their performance. Here's a pic of the 225gn ELD-M loaded. My load using RL26 is under max according to Alliant Powders website for various 215, 220 & 230gn bullets and still my 28" barrel produces 2967fps with this setup. For the 212gn -X and 215gn Berger Hybrid, I bump the powder charge up 1 grain and get 3050-3070fps from them. Win, win.

All I can think is depending the chamber enough to fit in a 280 case and turning the barrel into a cartoon banana.

An extra .040 won't gain you anything significant. I'd leave it alone.

lengthen throat on existing chamber?
I had a 28 nosler built and told the gunsmith I wanted the chamber throated for the 195 bergers. I got a sammi spec chamber (heavy sigh) and I'm having pressure issues. Can I lengthen the throat on the existing chamber or do I need to start from scratch? ? I see PTG has what they call neck...
Here's a link for you (OP) to read. There maybe more threads here on LRH. I just did a general search (Google) and pulled the above link. Check other Long Range websites and do searches there also.
The process is simple enough, but sometimes just getting the right answers is the hard part. If you do not feel comfortable doing it yourself any gunsmith in the know can do it.
The first question is "why"? What are you trying to accomplish?
As mentioned, COAL is primarily for fitting into the mag. Also as mentioned, BTO (base to ogive)is what really matters, especially from a performance perspective.
