I think we have a winner!
Butterbean was on the right track, but Buck solved this mystery.
My dad had given this to me a few years ago, he was a lifelong shooter, reloader, hunter. He was dying to know what this was, couldn't figure it out so he gave it to me to try.
After showing it to gunsmiths, contractors, etc. basically everyone I knew that I thought might be in an industry that might have experience with something like this and still no luck.
Posting on here got it figured out.

Yep I have used them for years doing poweline construction. You load cartridge into handle of tool and snug down like a bangstick the put tool over wedge connectors and then smack the handle with your hammer and it pierces the primer to drive clamps together. It sounds like a 22 or loud firecracker if there is no wedge connector in the tool. One might do that to a unsuspecting co worker lol.
