Use an oversize bronze brush (shotgun?)
Push it in and pull back. Sometimes thats enough to remove it.
Just push in far enough to get past the neck and the bristles will grab it when they reverse.

I do just as Rich said . pull the bolt , and push a shotgun brush into the broken case . when you pull it out the case comes with it .

I'd soak the chamber with a very thin oil, like Kroil, then try the brush trick. I bet you'd have good results just pulling a properly sized cleaning brush from the muzzle to the chamber

Went to my smiths place other day..
He had a rifle guy blew a cartridge in...."case base separated..and body came out...but neck blown off too...it didn't come out"....
I just happened to have my teslong there..we took a look at my burnt out 65284 shilen barrel...that still puts first two shot touching at 100yds...and with much luck.. .5 at 400yds.....shear luck....
Anyways.....no neck inside the other guys barrel.....30-06....
Very pitted barrel too....

I had this happen during a match with my 6.5x55, didn't notice that not all the case was extracted. As I racked the bolt forward and picked up the next case, the bolt wouldn't fully close and go into battery. Tried pushing harder...nothing.
When I extracted the bolt, the separated case was firmly stuck on the unfired round.
Had this happen quite a lot, PMC brass at the time was notorious for excessive headspace. The same scenario with the separated case stuck on the next round occurred several times during rapid fire matches.

The jag from a 375 will extract smaller calibres. Push in and turn the cleaning rod and pull back. Separated cases are usually not jammed in there.

What cartridge and what type of rifle? If the rifle is a bolt, the best method that I have seen used Cerrasafe from Brownells, about $30. From the muzzle of the gun push a cleaning patch that you "know" will stick inside of the barrel that will prevent the Cerrasafe from pouring down the barrel. Put a piece of tape onto the cleaning rod to use as a reference point, locating where you know the patch will be close to the mouth of the chamber, but not inside of the chamber. You will need a ladle or container of some type to melt the Cerrasafe in. Get the metal hot and pour the Cerrasafe into the chamber and into the stuck case. Once the Cerrasafe has set up, put a cleaning jag on the cleaning rod and tap the stuck case out of the chamber, and.........pray that this works for you. I've seen this done on some really stuck cases and has worked every time.

If the brass brush method doesn't work, take a 1/4" solid copper rod about a foot and a half long. With one end that is cut square, bend the last inch or so at a 30-45 degree angle so that it can be wedged to grab the inside of the separated case and pull it out. The other end of the rod can be bent into an L shape to get a good grip on the rod. Depending on the case size, the angle of the portion that grips the case can be varied for good fit, as well as angling the rod itself while pulling to get a good purchase on the case. I have removed more the a few stubborn separated cases using this method.

A broken shell extractor is a handy thing to have. Brownell's sells them in .308 and 5.56mm. I've only had to use the .308 extractor one time for someone at the range. It worked well. I keep them in my range bag.

I have done what Alibiiv said with a .40 S&W case stuck in a pistol barrel, but using epoxy resin instead of Cerrosafe. Make sure the inside of the case is clean (I used alcohol on a Q-tip), plug end of case so no resin gets into barrel, pour in resin and let it set 24 hours. Then tap it out from the muzzle. Very easy and no damage to barrel.
