Dead on at 100yds 4inches right at 400yds

Got my gun shooting dead on at 100yds went to 400yds it shoots 4 inches to the right. My scope is level [checked it twice] what could be causing this.
Do you reload? I once had norma cases shoot 2inches to left at 100 yards till I trimmed them a few times
 
Scope is canted to the right WRT BORE centerline. You can level the gun all you want before installing scope, but in most cases, nothing on the receiver has any positional relationship to the barrel. Put tape on mounts & scope tube, loosen the scope rings, rotate the scope a bit to the left, tighten it down & RE-fire.

I find that interesting and will have to remember that.

First, I like your rifle and set-up. Second, why does one conclude that windage set at 100yds is the most accurate for their rifle? Can't slight mistakes at 100yds grow to 4" at 400 yds? Windage has always, for me, been more challanging to set than elevation. Now my dumb question: why not reset windage to a longer site-in distance for your rifle using that bullet and that load? Test it for consistency over other distances and environmental conditions? Just asking.
 
Your are shooting a belted mag correct?. It head spaces off the belt not off the shoulder. I am not for sure you are gaining anything by bumping the shoulder. If the case it getting harder to close I full length size the case. I don't see anything being stated about concentric or checking that. You are running great dies. I kind of think that scope alinement is part of your problem.

I know your scope is high end and a very good one. It is still the weak link in the system. If you have another scope put it on and zero then see if it does the same thing. Once you have done this then all this other stuff is worth starting to look at.

I don't have another scope to put on. I am heading to Montana the end of the month for mule deer I hope I can get this figured out. I really appreciate all the help everyone has given thank you
