Where too from here?

Tried some loads tonight in my new rifle.
Remington 700 7mm Rem Mag Greyboe stock, trigger tech trigger.
Zeiss V4 4-16 in Talley rings

165 Sierra Game changer
69.8-70.8 grains of H1000
69.8 and 70.3 both shot 2 groups, approx 3" apart. 70.8 was just a 4" mess.
Is it worth it to miss with seating depths/powders, or start fresh. I've never had a rifle start off this bad.

Have you shot any other rounds out of that gun? I usually like to shoot 3-4 different types of factory ammo to get an idea how the gun shoots "stock". Also to make sure nothing's loose.

I'm tempted to say change bullets.

I couldn't get Game Changers to shoot worth a darn in any of my 30 cals. Factory loads and hand loads ranged from 0.75-2", but the Game Changers were >3", despite a full range of charge weights of a powder that I know already shoots well. I didn't vary seating depth, but my experience is a 3" group isn't going to get vastly better by changing from 0.020" off lands. Could be wrong. NBTs and Sierra Game Kings worked fine at those jumps.

What are the velocities? How many rounds total?
I've had a few factory Remington barrels that needed a break in and up to 40 rounds to settle down. A lot of rough edges to wear down in mine.
Since you state it's new, try a ladder with another bullet. Maybe a 168 Berger. Can't hurt. But chronograph them. You need to know that info.

I also noticed your shooting off a plastic table, even though you have a front and back rests. Make sure that "wobble" is not the issue.

I also shot some HSM 168 Berger's and Winchester 150 gain Ballistic silver tips. Both shot around 1-1.25".
the table isn't ideal, but it's stable enough that I can stack bullets with my other rifles,so I don't think it's the #1 issue causing the groups. The Picture is flipped, the groups are horizontal, not vertical.

Gamechangers in my 243 grouped just like that until I got to the max charge but I see you're already there. Bob W's on the money, try a ladder with a known to be accurate bullet, and use a chronograph if available. Gamechangers really had me scratching my head for nearly fifty rounds until I got the right combo. You'll get it dialed in.

1. Is everything still tight on the rifle?
2. Try slowing it down. Lighter on the H1000 or try some RL22, H4831 or even 4350. My 7mag shot its absolute best with a max charge of 4350. Cloverleafs.
3. Look at how you are holding it. To me, your horizontal dispersion suggests you may be torquing it, like a firm fist grip on a bow.

I would evaluate the rifle, make sure you have a stable shooting platform, and make sure you're making good shots. If all of that is good, I would work on seating depth. Seriously it makes a huge difference. A lot of people overlook it, but it's the best way to tune accuracy in my opinion.

While you're at it, if those are horizontal, try seating tests. My 7RM settled in at .090 off the lands using the 168 Berger Hunting VLD. It shot those under .5", using H4831SC. The rate of twist is a bit slow at 9.25". My rifle would only like that bullet, all else were so-so. If you are changing, at least try the 168 Berger. H1000 will work with it.

Try a different powder, some bullets shoot great with a powder and horrible with another one. RL23 is a good option. Or like at @Stammster said, try a different bullet.

Check your entire system; scope, rings, bedding, action screws.... Try a bullet of known accuracy. Seems there are mixed reviews on this one. Never had a rifle that I couldn't get a Berger to fly out of. H1000 should be a fine choice. H4831SC usually produces exceptional accuracy as well.

What are the stock action screws torqued to? Have you checked to make sure there are no pressure points on the barrel or action?

The gun won't likely settle down until it has 40-50 rounds. So you really don't know what you have until then. I have worked with 7mm rem mag extensively. Its my favorite cartridge. The rifle is going to like 160-168gr bullets the best. It may shoot 180gr bullets well also. My best powder was retumbo. Get yourself some adg brass, 162 ELDm or 168 berger hybrid, retumbo and you will likely find an acurracy node from somewhere between 3040-3060fps. Retumbo should get you there. Once you get there and if accuracy has got to at least under 1 inch, then tune seating depth to bring your group size down.
