Shell identification

Definitely not 8 gauge. More like 20. It tapers pretty much. I will mic it and get some dims. I am having a hard time conceiving the purpose of the primer inside and how it would be detonated. Or how the shell chambers for that matter.
Initially I thought it was a type of bird control round.
 
It is very close to a 20 ga round.
Here is what I measured

20 GA. UNSUB

RIM DIA .754 .834
BASE .688 .700
MOUTH .668 .600
LENGTH .690 .712

The only thing I can come up with is that it is some kind of shell for a trip wire or perimeter warning device.
Otherwise, I cannot explain the primer on the inside and the charge in the head of the case.
Even with some type of nail setting tool or Ramset it does not make sense.
