Heat causes metal to move. If the action is secure enough to the recoil lug, and the recoil lug is secure enough to the barrel then repeatable accuracy shouldn't be a problem. Most people will spend the extra money for security myself included. If you rebarrel that rifle I still think you can achieve the accuracy through proper load development.

As some have said, make sure you get a complete blueprint if you decide to do it. On my last build I used a new gunsmith and I wasn't specific enough about his "blueprint" job. I know for sure that my bolt face didn't get faced off and smoothed up... So I get false pressure signs and sticky extraction from brass flow into the rough bolt face. I have to download 100 fps from normal velocities to make the rifle functional. My point is to make sure you talk with your Smith very specifically about his version of action truing.

We had a guy in our district truing Remington 700's but some considered the action value decreased by $200 when he did them. I have two benchrest rifles built on 700's not trued and I have had my share of wins shooting against custom built actions. They can become a $$$ bottomless pit so being a budget shooter I go as issued. I admit the custom actions will take more pressure but I tend to spend most of my money on a really good barrel.
I see a lot of aluminium pillar bedded references by custom rifle and stock builders. If it's any sort of a good stock then pillar bedding is a no no.

How about approaching this Subject from another angle.
This wont help some that have never assembled a rifle but the common sense part may. Good Gunsmiths will know what I am talking about because they have experienced it.
There are indicators of a good blueprint/truing. When all surfaces are square and true, thread fit is as good as possible in action and barrel,
when torquing the barrel in the receiver, it makes up quickly (Very little rotation). If the fit is poor, it rotates many more degrees because everything is trying to align and flex to make up. This also places unwanted stress on parts that would not be present if everything fit properly.
Every stress you can eliminate can only improve the accuracy and function of the rifle. Less stress, more consistency.
So when an action or any other part is properly machined to be as stress free as possible under the pressure it is automatically more consistent and we all know what consistence means to accuracy.
The goal of any good smith is to build in consistency and truing is part of that process.

Fact is that everything matters at some point. How good can you tune a rifle to shoot? Its actually amazing what shows up on target when you have a rifle that shoots good enough to see it. Lug contact, thats a big one. Fire control/ignition is another big one. The action is the heart of the rifle, barrels are consumable. Have the action trued or buy one of the better custom actions.
