Looking to build a rifle for great accuracy and least amount of drop for deer hunting, 650 yards will probably be plenty of distance at this time. Currently use a 300rum and ar15 in 6.8spc. One when I know I'm woods hunting other for field edges. 300rum is great but just want something different (smaller). I have a .223 in both 700 and ruger 77. Wondering if these are able to be rebarreled in a larger caliber or sell them both and put towards a better option? Have been looking at CA long range mesa.

The CA is a good choice, and I think 6.5 Creedmoor would do all you want and then some. Bergara makes a fine rifle too, the B14 series. You will also need a fine scope and good rings and a 20 MOA rail would be nice.

Pretty sure the bolt face on the 223 is too small to simply be re barreled to something much bigger as far as I know, if you're looking for cartridge suggestions the win mag is the median between the 300 rum and the 30-06, but honestly I've taken deer at roughly 650 with the 30-06 with no issues.
Never used a Mesa but I love my ridgeline from CA, they have a great value. 300 WSM is a good round too if you reload, as it's harder (not impossible) to find than 300 win mag or 30-06.
308 would even be a good option but I like the extra little oomph of the 06 over the 308.

Many good options but if you're looking for something different and don't already have one (or two) of these, the 6.5 Creed would be great for deer out to the distance you're talking and also the 7mm WSM if you want "different". That's a good fast, flat shooting short action rifle in the 140-168 grain bullet weight range and mild recoil.

Guess I was thinking more of something in a 6mm to 7mm range
I think you'd be well served with either a 6.5 PRC or 7 SAUM.
I believe I heard that Christensen will be chambering rifles in 6.5 PRC... Might do some checking

Lot of good suggestions, if you are truly interested in flattest out to 650 and going smaller than .308 caliber 6.5 or 7mm would def be the ticket. if you want overbore then 6.5-300 wby or one of the Big 7mm's would get you flattest in those calibers. If it were me though, I'd look more towards the SAUM case rounds in 6.5 or 7mm or even .257. All the Sherman Short Cartridges would fit the bill in those calibers.

The 6.5 creedmoor was the main one I was focusing on, but saw always interested in the short action mags. Not familiar with the 6.5 PRC have to research. I'm definitely not a reloaded.

As far as optics I have a viper 6x for it.

If you want flatter the 6mm creedmore is the ticket. Hard to beat how flat a good 6mm will shoot out to 600. I'm a 6.5 creed guy myself but the .243 and 6mm seem to be flatter when compared.
