I did not consider using a 215 Berger target bullet with a 308 Win for hunting until I began reading this blog. Is it beneficial to anneal the bullet in order to promote expansion. If so how do you determine the correct amount of heat and time?

Totally stupid concept . Annealing anything makes it more ductile and LESS likely to fragment . Also that amount of heat would melt some of the core in the ogive and upset the gyroscopic stability .
It may make the meplat open easier to mushroom as the softer jacket will distort easier but not fragment easier .
However this kind of treatment to a precision made bullet is lunacy .

Completely and utterly wrong!!! It works quite well and you won't see any change between an annealed tip and a regular bullet except for terminal performance! That said the 215 is one of the best expanding bullets you can put in a 308, you would be pushing some range with it before I'd be thinking annealing, I'm comfortable to 1000 yards with mine.

I make bullets I know it's garbage and what you say is wrong . With the amount of heat shown in that video some melting could happen .
It would only be good luck that prevented damage to the bullets potential .
If only the very tip was annealed it would make very little difference anyway so what's the point . It's stupid.
Annealing makes jacket material less likely to fragment and I believe that was the subject .

I learned it from bullet makers who have more knowledge than yourself!! It makes a huge difference but you'd have to actually do it to know then prove it on targets at range which we have. We us water jugs at 1000 yards just to get an idea and you can take a bullet that will shoot through three feet of water and not open and make it open in the first few inch and completely stop inside 10 inches. I have taken bullets that wont open on light game and made them perform excellent the same game. I only found a need on open tip type bullets.

That is a lie no accuracy respecting bullet maker would advise such rubbish . Of course they will open easier as the annealing softens the jacket .
IT WILL NOT MAKE IT FRAGMENT MORE . Which was the op's subject .

Have you shot annealed and non annealed bullet for group and for terminal function side by side at range?

Thats what i was gonna say
