Is steelbed thin enough to use in syringe when bedding?

No.
It is designed not to run when placed in the stock.

Something like Accuglass might work don't try the Accuglass gel though I has a filler that makes it thicker.

I recommend the thicker bedding compounds because of there ability to flow but not run.

I apply it with a tongue depressor.

I do have problems with the thinner compounds forming air pockets, But with compounds like Steel Bed the tongue depressor works great because you fold the two parts together in a plastic container
or on a sheet of plastic or poster board and when it is mixed Per the instructions it is ready to apply.

One reason for the air pockets is over mixing and curing time. The slower the cure time the less heat is generated and the less problem you have with air pockets forming. I look for a bedding compound that has a pot life (Working time) of at least 2 hours. these compounds are easer to work with and don't generate as much heat that can cause shrinkage when cured (IT fits the action tighter).

Does Steelbed stay workable for 2 hours? The instruction sheet says 20 minutes. I was wanting to try some but was concerned 20 minutes wasn't long enough for me.

I think they mean 20 min to react and start heating up.

It takes 2 hours to get hard in hot weather 70+ and when temp is below 50o it may take up to 6 hours to harden.

I like to leave it for 24 hours before I remove the action from the stock and 3 days befor I shoot the rifle.

Normally if you plan everything well it only stays in the pot 4 or 5 min before being applied.

Don't worry you will have plenty of time to work it.

I am in the process of bedding a rifle and thought I would time the cure time. (I normally don't because I do so many I just have a feel for the time based on the existing temperature.

After mixing the two part compound the clock started at 3:00 pm. at 4:00 pm it was still sticky.
At 5:00 Pm it was not sticky but it was still to soft to trim the excess off.

It should be ready to trim by 6:00 and remove by 6:00 am in the morning because it is an average
temperature of 70o.

One of the reasons I like Steel Bed is that it is very predictable.
