slightly off center is one thing but if its elongated or looks double punched like a smashed 8 then I cast it aside.
The human eye is pretty good at seeing concentric circles, so if it looks grossly off center on a brand new case, try running it through the sizing die with decapping pin and take another look. Chances are it will be elongated or worse.
Brass is cheap, just sort it out and move on...
