I've read that report in a couple classes and have since made it standard practice to cuff anybody that is even semi suspect and I plan to deal with at all out of their car , I always explain that its for THEIR safety. Because if i tell them to stand at the front of my unit while I search theirs and I tunr to find them standing behind me they are likely to get shot. Again , though anybody can be a Monday morning quarterback , the fact remains that proper training coupled with correct shot placement are critical , no matter how much damage is done to ALL the internal organs you will not get instant stopage to an attacker without shutting down the central nervous system with either a brain or spine shot. I know an officer who was shot because of his flawed training , this guy shoots alot and trained alot leading up to this shooting but poor practice makes for poor performance. Working a traffic stop he had the subject start to run , after getting just to the other side of the car the suspect turned and pulled a gun from his waistband , the officer drew his weapon fired two shots to the chest of the suspect and reholstered his weapon exactly like he was trained to do !!! This allowed the suspect time to rack a round in the chamber and fire 4 shots two of which hit the officer once in the vest at belly level and once at the base of his neck/shoulder , the officer ducked behind the car and re-drew his weapon , he heard the suspect fall to the ground where he then fired 4 more shots under the car into the suspect who was already dead. This officers department trained their officers to draw fire two rounds then re-holster and he did exactly that because it was pure reflex for him and it nearly cost him his life. I once saw a small framed black male take 6 rounds (two 3 round burst) from an MP-5 at 10yds and barely lose his balance until a third 3 round burst to the head dropped him , the loads were 147gr Federal Hydro-Shoks in 9mm
