Pulled this out of the black plastic T3x stock and put it in this custom painted green T3 stock with black fleck and Limbsaver recoil pad. Looks and fits great. Little tough to tell from the photo but it does have the fluted barrel. Added Picatinny rail for easy scope mounting. 53 rounds through it - shoots Hornady 143ELDX, Hornady 140 ELDM and Hornady 147ELDM factory ammo all sub MOA and sometimes sub .5MOA. It's a really light, slick rifle with a really great trigger that breaks at 2.4 lbs. $700 including 2-3 day priority mail shipping.

Is the stock on it just a factory tikka stock painted? Is it bedded?

Correct - just a factory stock that was professionally painted. Very durable finish. Not bedded.
