Yes, the cheek piece has carriage heads. No tools required to adjust.
He does offer two other designs that eliminates the plastic nut, but you'll need an allen wrench to adjust it.
 
Cool! I'm sold. You really did a nice job picking components, patterns and colors on that thing! Did you do the paint work on that?
 
Nice rig ! I really enjoy seeing so many Savages here as I have been a Savage guy since 1964 when I bought my first one, a LH 110DL .264., thru a mail order catalog.( THOSE were the days.)
