That flat black Remington SPS look

How can I get that finish that the Remington Police and SPS models have? Is it Parkerized? Is there a Duracoat finish that is similar?

The finish results you see are as much to do with the surface prep as the coating. Remington either shotpeens or sandblasts their metal. The rough texture is then blued. If you need an rifle with the same look but more protection there are some "tactical" black colors from Duracoat that are totally flat, like auto primer. Sandblasting prior to Duracoat is an excellent prep and it will stick well.
 
duracoat black oxide is as close as you will get,without going to extreme prep.
