There are some new short tube 80 and 100mm scopes out there, that fall into this price range. But with them you give up the water proof and shock proof idea. Optically they probably are at least as good if not better than 98% sold. I think the best idea might be a set of Kowa big eyes in 60mm or 77mm (if they even make them that small).
