Your Savage action can handle nearly any caliber imaginable. They have come factory chambered from .223 up to 338 RUM. Most people believe that the RUM sized chambers are the top end of what the action can handle. They can all be done with the same action by just swapping barrels and bolt heads. Fred at Sharp Shooter Supply charges about $100. This is a time and true. Generally this isn't considered necessary for accuracy, it just makes the action work smoother. Most accuracy can be gained yourself by tuning or replacing the trigger and swapping in a better barrel. The bolt lift kit is simply a 357 or 38 pistol case with the wall of the case trimmed all the way off just leaving the case head. Then a 5/16" ball bearing($0.16 at my hardware store). Is epoxied or locktite into the primer pocket. Put it in between the bolt that holds the bolt handle on and the cocking sleeve inside the bolt. You'll need to trim the thickness of the case rim from the end of the bolt or the same thickness washer under the head of the same bolt. Like I said in an other thread. I could have made and installed a few of them in the time I took to type this. Also, Savage Shooters is a good resource and worth the $12 membership. Check out their monthly email match competition. It's a ton of fun.
