Sako accuracy

I have a Sako (one of several) it is stainless with synthetic stork, about 6 years old. I finally took it to range several times. The first two shots will be almost touching with factory and also handloads. Then it starts scattering.
I torqued front screw to 60 inch pounds and and the rear to 30. That is what I do on my 7mm RM in mod 700. It still does the same thing. The barrel is free floated. What should I try next?
 
It is Sako 75, I just take 3 shots quickly. Do the same with my 700 7MM rem mag and it shoots 5 shots under 2" @ 300 yards.
