I have a 45 cal long range muzzle loader built by Rich Franklin. This rifle is amazing. It pushes 325 Parker bullets at 2700 fps. I have never shot a deer under 400 yards with it everything has been over 400. We have video of us shooting a deer at 715 yards first shot cold bore.

Why does a muzzle-loader need to go through a FFL? Is there something I'm missing?

It's built on a center fire action that has not been modified.

Does it classify as a muzzleloader for hunts?

Yes it is classified as a muzzleloader. The shot was made with smokeless powder but it will also shoot black powder

All I can say is these are awesome... Shame he retired... He mostly built these with wood stocks he would laminate himself with sick beautiful wood. They are deadly accurate... If this one carried his stock it would be more than double the price new. Check out these pics... Mine is #5. I haven't stretched it put but I know another smith that builds to Franklins spec and has produces sub-moa out to 750yrds on a calm day... Only negative is with the low BC wind plays on the bullrt big time if you want to really go long
