pre season scouting

i have an area 7 nevada buck tag, i usually hunt ten,but am familiar with seven, but honestly i havent seen anything worth shooting, mostly small bucks, found some huge antelope though. I have mostly been scouting from 8000 ft to 10500 ft elevation, the antelope were about 6-7000 ft could it be a large number of deer have not returned from winter or the archery hunters have not pushed them back up onto the mountains, anything over 9000 ft still has large pockets of snow so water is plentiful and the grass is green and growing like crazy, i am also wondering if the bucks are hanging down low in the willows where water and grass is plentiful for now until it dries out, i still have till october to figure them out.gun)
 
I dont know about Nevada but here in utah the high country bucks are sure lower than normal I have not seen anything up high yet say 9500 to 11000
 
im starting to find them now, still in the low country 6k ft elevation
