post 64 model 70 and ruger questions

I have a model 70 and i want to have a tactical bolt handle. Is this easy to do or a gunsmith task?

I like the ruger gunsite rifle, can it be accurized? Can the barrel be changed out if i want to go to 20" and a little heavier?

What do these typically cost to have done?
