Leupold custom m1 dials

I just got my VX3 back from the custom shop with the M1 1/4moa dials on it. I sent them all data so they could make bdc dials for it. The elevation dial looks great, but I have Q's about the windage dial. I was expecting a standard moa windage dial. It has 1/4moa hash marks but then has #'s above them that start at 1 and graduate out to 10 in either direction, not corresponding to sequential hash marks. What is the value or meaning of these #'s? I assume they are windage values based upon my load; however is it trial and error or do they correspond to 1 unit is 1mph crosswind @ 100yards, etc. I guess the Question is what does a numerical unit mean on the custom windage dial? Thanks in advance.
