Hrndy#7 list 162gr bullet 200 fps faster than 154gr

In the Hornady # 7 reloading manual under 7MM REM MAG for IMR 4831 they list their 162gr bullets going 200 fps faster than their 154gr bullets. Also a lot of the other powders listed the heavier bullet at 100 fps faster at max load. What am I missing?

Powder sometimes slows down with a higher load on it. Also, sometimes heavier bullets won't have more bearing surface( may even have less) if they are BT's. Hornady makes (or made) two FB pills in 154, but they don't make any in 162.
