I have a Nikon 6.5-20x44mm scope that I cannot get to go high enough. I have used up all of the adjustment and it still hits about 4 inches low at 100 yards. Any suggestions?

Give us some more info on your setup ie.... what type of rings and height. What kind of base and what rifle. I haven't seen a scope that wouldn't get on at 100 yards without using all the adjustmant. I think most problems are installer error or the rings or base aren't right.

I agree with matt - need more info. Any movement at all? Is the scope used and abused? Have you tried full travel both up und down with a boresite to check for movement?

i also belive that there is an error in the mounting system, try moving the dials the other way, i do know you may damage the scope by maxing out the adjustment dials, was the scope new when you bought it? or has it been dropped? and are the rings correct size? i have my simmons 3-9 +40 that is sighted at 200 yds i bought my gun brand new during the sight in period i had sort of the same issue i was shooting high then low then high, i forgot the dials move the reticle to the image so it seems backwards up moves down and down moves up so try moving the dial the other way, if that doesnt work check the mounts. if that isnt the issue maybe the scope is broken sorry i cant give you an answer. i am forever thankfull my savage has weaver mounts pemanantly installed not by rings but machined, gun) so my mounts cant move. all hail the savage genius, and the accutrigger is the best thing scince sliced bread lightbulb

Sounds like it could be some or all....

catastrophic internal failure of the scope
    mis-matched bases and rings
    loose screws
