how much to torque action screws?

For more detailed info, check my post in the Getting started section on a 300RUM.

If your rifle is properly bedded, you only need firm hand pressure on the action screws. The screws will go from loose to full tight in 1/2 turn. No mushiness, or increasing tension/creep.

Situations where heavy torque, mushiness, or increasing tension/creep is apparent is a clear indicator that the bedding is out of whack.

Most commomly seen in expensive synthetic stocks with CNC alum bedding. These have some of the worse bedding made today. I go into lots of detail in my post.

Good luck...

After a 4" / 100 meters group today (right after a .75 one) I gave up and started thoroughly diagnosing my TRG-S 338 LM.

Not much to talk about, see my post in that thread. Enter bedding, I should have known better really, there was no fit at all.
