Is the 7mm Remington Magnum based on a shortened, blown-out, and necked down .300 H&H Magnum? If so, could 7mm Remington Magnum cases be re-formed to create .264 Winchester Magnum cases and vice-versa?

Yes all Winchester,Weatherby,& Remington belted magnums all trace their roots to the H&H magnums

It's actually based on a necked down 338 win. case.
