help understanding / 338 edge specs

Hey guys, weird/dumb question. My gunsmith has all the parts to build my 338edge and will start it next week most likely. Here is the question. Do I get to choose what OAL i'd like?? My magazine will take a 3.9" round with room to spare, can I ask for that?? how does this all work

Take a case.
Take a bullet you desire to shoot.
seat it in an empty case, to the oal you desire.
mail to smith in an envelope.
include a not that says "please throat the chamber for this dummy to kiss the lands."
Expect to pay a little extra for that service some charge for it some don't.
