Elk Hunt for limited mobility

I have read through so many threads here about Elk hunts but thought i would ask a similar question.

My father in law who needs knee replacement wants to go on another elk hunt next year. He used to hunt in Craig Colorado but cannot due to his mobility.

I started looking at Private ranch hunts in New Mexico. Is this what i should be looking for? He would need to be able to ride ATV or 4X4 to the hunting grounds. he could probably hike slowly a half mile at the most.

He is probably 280-300 lbs so not sure if horseback is allowed?

I started looking at new mexico due to the ease of private landowner tags.

Does anyone have any experience on hunting areas that are accessible to people with limited mobility?
 
Montana offers handicap passes for road access to areas that are normally closed to hunters. You have to check if it is offered to non-residents.
